“Two Honduran government officials announced that there will be no extension. People must enroll and then complete the process at the consulates,” said the Honduran consul.
On January 19, the following announcement was made by the Foreign Ministry:
“The Ministry of Foreign Affairs and International Cooperation, the National Registry of Persons (RNP) and the National Institute of Migration (INM), met to inform the population that, upon the expiration of the identity card, there will be no further extension for its validity, so every person must go to the consulates to carry out the enrollment process.”
Most Hondurans do not have a DNI
The DNI is vital to obtain a passport and carry out other procedures at the Honduran consulates.
“We estimate that, for the Honduran Consulate in Charlotte, 80% of Hondurans do not have a DNI,” said the consul.
However, Flores stated that they are doing everything in their power so that their compatriots can complete the passport process in the absence of a DNI.
“We have instructions from 2016 for the issuance of Honduran passports abroad. The instructions say what the requirements are if the person does not carry the DNI, but they are in the National Identification Database, so we base ourselves on that to be able to carry out the procedure,” he said.
Documents that are requested in the absence of the DNI to apply for the passport
The official said that to complete the procedure you can present your birth certificate, which can be printed directly, and a Honduran document with a photograph, which can be an expired passport or ID card.
You can also present documents issued from the country where you reside, such as: TPS work permit, driver's license, residence. “With that we are doing the procedures,” indicated the consul.
Since July 2022, the Honduran consulate began delivering passports on the same day.
In a few weeks they will hold enrollment sessions
However, Flores mentioned that the enrollment task has not been easy, because the consular headquarters only has one “enrollment kit.” This consists of a printer, laptop and software, which connects to the National Registry.
“We try to enroll as many Hondurans as possible, but since we only have one kit, it takes longer, and we have had to do it to those who need it most,” he said.
Consul Flores said he hopes this situation will improve soon when the government provides them with additional “enrollment kits.”
“We ordered five more kits for the consulate, like the other consulates. The idea is that, once we have them, possibly in a month, we will do enrollment sessions on weekends and during the week, so everyone will be in the database and there will be no problem with the delivery of passports,” he noted.
Go to the consulate without an appointment
The consul mentioned that many people who request a consular appointment but do not attend.
It is being discussed with the Foreign Ministry that it be authorized to serve more people without an appointment who are put on a waiting list due to pressing situations such as court appointments, medical emergencies, pregnant women, and immigration.
"We've been addressing all of this, but depending on the number of people with appointments, we try to see them in the afternoon. Depending on the situation, they are given priority. Many come from other states," he commented.
"This has been very difficult for us, because we left late, but we do it with pleasure," he added.
Problems on the dating platform
According to the consul, there was recently a problem with the dating platform http://citaconsular.sreci.gob.hn, so there were many complaints, but he confirmed that it was solved over the weekend.
“The closest appointment is for May 17, and we understand that many are frustrated. Currently, we are attending 150 passport appointments and 20 legal document appointments daily, in addition, 20 to 30 emergency appointments are attended to,” he indicated.
“We are asking that passport appointments be increased to 180,” he added.
They warn about scam in dating purchases
A situation that Enlace Latino NC reported in 2021 about the purchase of appointments from people outside the consulate, it still continues.
On its Facebook profile, the consulate published a warning in this regard on January 4, because some Hondurans have been scammed by obtaining appointments through third parties.
“Many people are coming to the consulate who pay to make an appointment and they are scammed. Even though they send them the photo of the appointment confirmation, when they come to the consulate they discover that the appointment they have is false and they cannot be attended to. “Don’t waste your money and time, make your appointment in person,” the warning states.
