The innovative self-service “express” kiosks that the North Carolina Division of Motor Vehicles (NCDMV) installed in 3 Harris Teeter stores In the spring, they will now offer new services such as vehicle registration renewals and property tax payments for new vehicles.

“I’m pleased to announce that these new services are now available as part of our kiosk pilot program,” said DMV Commissioner Wayne Goodwin.
Wayne highlighted that with the kiosks the aim is to try to shorten lines and wait times, by using technology to modernize customer service and provide more options so that customers get what they need in a timely manner. .
As of the end of July, more than 3,400 transactions have been completed at one kiosk.
“The public response to the kiosk pilot program has been overwhelmingly positive,” said Commissioner Goodwin. “I look forward to announcing the location of additional kiosks in the coming weeks and months.”

Kiosk Locations
This pilot plan is done in partnership with Harris Teeter stores, where the DMV installed three kiosks in three cities in the state in March: Charlotte, Raleigh and Fayeteville.
Existing Harris Teeter locations with an NCDMV Express kiosk are:
- Raleigh. The Corners at Brier Creek 4221 Corners Parkway
- Charlotte : Riverbend Village at 4701 Smith Farm Road
- Fayetteville: Highland Center at 2800 Raeford Road
NCDMV Self-Service Kiosks: available services
Services now available at the kiosks include:
- Renew driver's license or state ID card (unless they renewed it online last time)
- Request a duplicate of the driver's license, permit or state identification card
- Change the address on your driver's license, permit, or state ID card (you must know your driver's license/ID number to complete the transaction)
- Apply for or update voter registration (only as part of a driver's license or state ID transaction)
At the end of the transaction, the kiosk will print a Temporary Driver/Identification Certificate (TDC/TIC) similar to what is received during a visit to an NCDMV office, to be used for up to 60 days until the official driver's license arrives. or ID card by mail.

Six additional kiosks at the end of August 2024
The NCDMV said it plans to announce six additional self-service kiosks later this month, three each in Wake and Mecklenburg counties. Plans are also underway to add a kiosk at Fort Liberty, near Fayeteville, in Cumberland County.
More kiosks will be added as certain transaction thresholds are met, however legislation currently limits kiosks to Wake, Mecklenburg and Cumberland counties.
Intellectual Technology, Inc. (ITI) is NCDMV's private partner for the kiosk pilot program. ITI has partnerships with several states and grocery chains to implement kiosks for DMV transactions.
The kiosk pilot has no cost to the state. ITI is compensated through a fee of $4.95 per transaction. Customers will also be charged a 2% credit/debit card processing fee.

New costs for driver's licenses and other documents
As of July 1, 2024, people who process a driver's license, driving permits, in addition to any other process at the NCDMV, will have to pay more due to the increase in the price of the procedures and the collection of fees for making payments with credit or debit card.
Under state law, the DMV must adjust rates and fees every four years, based on the percentage change in the annual Consumer Price Index.
The price increase was set at 19.18%, for about 90 fees related to driver's licenses and registrations.
The following are some examples of rate changes:
- Learner's permit or provisional license, $21.50 to $25.50
- Duplicate driver's license, from $14 to $16.75.
- Registrations of private regular passenger vehicles, from $38.75 to $46.25
Registration fees for commercial vehicles, motorcycles, rental vehicles, motor homes, low-speed vehicles and electric vehicles will also increase.
The new processing fees on all transactions paid by credit or debit card, which includes transactions in person, online and at self-service kiosks, are as follows:
- 1.22% when paying by card in person at DMV offices
- 1.85% when paying online
- 2% when making payments at self-service kiosks
