The general assembly passed a bill that would allow, starting July 1, 2025, the State Division of Motor Vehicles (NCDMV) to issue digital driver's licenses that could be displayed on a mobile device in North Carolina.
Before that date, the NCDVM must study the issues related to mobile driver's licenses and develop a plan to implement their issuance, according to HB 199.DMV Proposed Legislative Changes-AB"/
But first, to achieve the green light, the NCDMV must report its conclusions and recommendations to the General Assembly no later than January 1, 2025.
The bill, with bipartisan support, now heads to the desk of Gov. Roy Cooper, who has 10 days to veto the bill, sign it or let it become law without his signature.

What other changes does HB 199 propose?
The initiative, which saw changes in the state Senate, also proposes a series of changes to the state's motor vehicle laws.
Some of the changes proposed by the bill are:
- Requires ignition interlock as a condition of restoration of a driver's license after certain revocations based on a motor vehicle death conviction.
- Increases the notary fee for NCDMV employees and officials.
- Clarifies the circumstances under which carrier plates may be used.
- Requires NCDMV to Study Use of Alternative Materials for License Plates
- It requires studying ways to modernize the issuance of dealer plates.
- It provides for the development of a training course on safety in highway work zones.
- Extends the duration of temporary plates from 30 to 60 days,
- Increase penalties for littering.
- Authorizes remote electronic notarization and electronic signature for motor vehicle transactions.
