North Carolina, Raleigh  - Starting July 1 Undocumented immigrants residing in the state of Massachusetts will be able to apply for a driver's license. The driver's license will be the standard one, Class D or M.

Types of driver's licenses for undocumented immigrants

In Massachusetts, the Class D driver's license is the standard license for drivers of private, non-commercial vehicles, such as cars, trucks, and SUVs.

The Class M driver's license, on the other hand, refers to the motorcycle licenseThis license is required to operate motorcycles, mopeds, and other two-wheeled vehicles on public roads.

Apply for a learner's permit

To drive legally in Massachusetts, You must first apply for a learner's permit, take and pass the exam. 

El learner's permit  allows you to drive on the road while practicing your driving skills. 

After obtaining this permit, undocumented drivers are required to take and pass a road test to receive a standard Massachusetts driver's license (Class D or M). 

Where to Apply for a Learner's Permit in Massachusetts

Starting July 1, 2023, undocumented immigrants who wish to apply for a license in Massachusetts can pre-register to schedule an appointment. To complete an application at
line enter Mass.Gov/MyRMV

You will be notified by text message and email when an appointment is available to visit a service center. Requesting an appointment to process a driver's license is mandatory.

It is recommended to pay fees online:  The cost of the learner's permit is $30, the driving test is $35, and the license is $50. Do not make payments to third parties for RMV services.

Learner's Permit Exam 

At your learner's permit appointment or online after your appointment, you must take the theory test.

This test will allow you to demonstrate your knowledge of Massachusetts driving laws to ensure you can drive safely. While you wait for your appointment, take some time to study for the learner's permit test, which is available in 35 languages.

With Massachusetts already There are 20 states in which undocumented people can apply for a driver's license in the United States.

Requirements: documents to process a learner's permit and driver's license in Massachusetts

To apply for a driver's license as an undocumented person in Massachusetts, these are the documents you must present:

• Proof of identity and date of birth  
• Proof of Massachusetts residency    
• Submit a denial letter from the Social Security Administration

If any document is not in English, you must bring a certified translation.  

Social Security denial letter  

This is a requirement that must be submitted by undocumented people who want to apply for a driver's license in Massachusetts and who do not have a Social Security Number (SSN).

If you present a foreign passport or consular identification you must complete an affidavit, also known as affidavit, no SSN indicating that You have never been issued a social security number.

Proof of Massachusetts residency  

A document must be provided to prove Massachusetts residency. The document must include the current residential address and the applicant's name. P.O. boxes and "in care of" forms will not be accepted.

Service Center, Take the Exam and Get Your Permit  

The day of the appointment scheduled for the learner's permit, bring the required documents and the completed application with you. 

Service Center employees will not be able to provide an application to undocumented immigrants if they do not bring a complete one. After receiving your learner's permit, schedule your road test.

Schedule your test drive for your license 

Appointments can be made after receiving a learner's permit and are available up to 60 days prior to the appointment date.

 It may take time to find an appointment. If an appointment is not available on your preferred date and location, please check back frequently. Appointments open every day.  

If you require interpretation for your practical exam, we recommend that you bring your own interpreter. You can also request one when scheduling your road test appointment, if necessary. 

To prepare for your practical exam:  

• Review your Driver's Manual and learn the hand signals.  

• Print and complete the request for practical test.  
• Read the practical exam information sheet. 

On the day of your road test, you must be accompanied by a licensed driver. Schedule a road test appointment here

Practical exam and obtaining a driver's license 

Once you pass the road test and pay the license fee ($50), if you didn't pay it up front, you will receive a temporary license.

Your official driver's license will arrive at your RMV-registered mailing address within 14 days after you pass your driving test.

Translation certification requirements

People with irregular status in the United States, who want to process their driver's license in Massachusetts, must take into account that a requirement is to present their documents in English.

If any of the documents are not in English, the RMV will require that the document be accompanied by an English translation with a certification of one of the following:  

• Language service provider  
• A bilingual teacher at an accredited Massachusetts college, university, or private language school  
• A bilingual notary  
• The local consulate of the country of origin of the document  
• The American Translators Association (the national association of professional translators and interpreters)  
• Community based organization  
• US government agency (state or federal)  
• Non-profit organization 

Both the translation and the certification must be printed on the letterhead of the certifying entity. 

What certifications should include

• Translator's name (printed).   
• Date.  
• Full address of the translator.  
• Telephone number or email address of the translator.  
• signature of the translator.  
• A statement of the translator's qualifications.  
• A statement affirming the completeness and accuracy of the document.  
• Identification of the translated document and language.
